NOTICE IS HEREBY GIVEN that the City Council of the City of Sumner has fixed Monday, July 1, 2013, at approximately 7:00 pm, in the Council Chambers in the City Hall at 1104 Maple Street, Sumner, Washington, as the time and place for a hearing on the transfer of certain real property, the Sumner Meadows Golf Course, from the Sewer Utility to the General Fund. At the conclusion of the Public Hearing, Council will consider a resolution to transfer the property from the Sewer Utility to the General fund.

Applications NOW BEING ACCEPTED for City of Sumner Comprehensive Plan

and/or zoning code amendments

 

The City of Sumner is now accepting applications for amendments to the Sumner Comprehensive Plan and/or Zoning Code.  Amendments to the Comprehensive Plan may be proposed to any element of the adopted Sumner Comprehensive Plan, including amendments to goals, policies, objectives, or comprehensive plan maps. Application must be complete and contain the information required in the SMC 18.56.147. The application fees are: Comprehensive Plan Amendment--$2,600; Change in Zoning Map--$3,000.

 

The City is also accepting applications for amendments to the Zoning Code (text only, not the Zoning Map). Applications must be complete and contain information required in SMC 18.56.149. No fee will be charged if applied for by the established deadline.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SUMNER, WASHINGTON, TO ANNEX THE AREA COMMONLY KNOWN AS THE WASTE WATER TREATMENT PLANT EXPANSION AREA INTO THE CITY OF SUMNER CORPORATE BOUNDARIES. 

 

Under the authority of RCW 35.13.177 and 35A.14.330, the Under authority of RCW 35A.14.330, the Sumner City Council adopted zoning for Waste Water Treatment Plant Expansion Area. The zoning designation for this area is Moderate Density Single-Family (MSF) in Pierce County. As part of the Sumner’s UGA, such area has been similarly designated as a Low Density Residential 3, or LDR 3, as more fully defined and described in applicable provisions of the Sumner Municipal Code and Comprehensive Plan, subject to all standards and associated regulations pertaining to said zone as reflected in SMC Titles 8, 10, 16, and 18, as such exist at the time of annexation. Ordinance 2378 did not include an assumption of indebtedness.

Description of Proposal

In 2010, the City of Sumner (City) accepted a docket application proposed by Fleischmann’s

Industrial Park, LLC. This application proposed to amend the Manufacturing/Industrial Center

(MIC) Map Boundary (Comprehensive Plan Figure 4A) to include two properties along Fryar

Avenue totaling approximately 21.3 acres.

 

In 2010, the City studied the potential for application of MIC boundary to the Fleischmann’s

Industrial Park, LLC properties. The City studied a No Action Alternative (retention of current plans

and zoning) and an Action Alternative to modify the MIC boundary. The City denied the docket

amendment in 2010 based on its incompatibility with the Planned Mixed Use Development (PMUD)

overlay applied through the Town Center Plan. The docket applicant appealed the City’s decision

and indicated that the 2010 EIS did not address their proposal at a sufficient level of detail.

In a Final Decision and Order issued in July 2011, the Central Puget Sound Growth Management

Hearings Board required additional supplemental environmental analysis regarding the effect of

the proposal on industrial and housing uses, including a discussion of how the proposal may affect

the Town Center Plan.

 

To meet the Growth Management Hearings Board decision, the City has prepared this programmatic DSEIS to the following documents at a non-project, programmatic level of detail:

  • Final Environmental Impact Statement: City of Sumner Comprehensive Plan Update and Amendments,November 2010

  • Final Environmental Impact Statement for City of Sumner Comprehensive Plan Update 2004, June 2005

Alternatives addressed in the SEIS include the No Action Alternative, i.e., the existing plan and one

Proposed Action Alternative to amend the MIC boundary to include the subject properties and

accomplish potential amendments to the City of Sumner Comprehensive Plan (Comprehensive Plan), Town Center Plan, and development regulations necessary to ensure compatibility of City plans.

Determination of Significance and Request for Comments on Scope of Supplemental EIS

City of Sumner 2010 Comprehensive Plan Annual Amendments and Growth Management Act Update: Potential Amendments to the Manufacturing/Industrial Center and Town Center Plan

 

In 2010, the City of Sumner studied the potential for application of the Manufacturing/Industrial Center (MIC) boundary to the Fleishmann's Industrial Park, LLC properties along Fryar Avenue. The City studied a No Action Alternative (retention of current plans and zoning) and an Action Alternative to modify the MIC boundary. In a Final Decision and Order issued in July 2011, the Central Puget Sound Growth Management Hearings Board required additional supplemental environmental analysis regarding the effect of the proposal on industrial and housing uses, including a discussion of how the proposal may affect the Town Center Plan.

 

The City is preparing a programmatic Supplemental Environmental Impact Statement (SEIS) to the following documents at a non-project, programmatic level of detail:

• Final Environmental Impact Statement: City o/Sumner Comprehensive Plan Update and Amendments, November 2010

• Final Environmental Impact Statement/or City o/Sumner Comprehensive Plan Update 2004, June 2005

 

The SEIS will analyze amendments to its adopted Comprehensive Plan to comply with the State of Washington Growth Management Act and to comply with Final Decision and Order of the Central Puget Sound Growth Management Hearings Board (CPSGMHB) dated July 6,2011 (Fleishmann's Industrial Park, LLC v. City of Sumner, CPSGMHB Case No. 11-3-0001, Final Decision and Order (July 6, 2011)).

Alternatives to be addressed in the SEIS include the No Action Alternative, i.e. the existing plan (continuation of the City's current GMA Comprehensive Plan), and the Action Alternatives as they relate to further analysis and review of the TA-1 Amendment (PLN2010-0001) applied for by Fleishmann's Industrial Park, LLC. The proposal requested an amendment to the MIC boundary to include a 22-acre property in the MIC. Alternatives will address potential amendments to the Comprehensive Plan, Town Center Plan, and development regulations.

The City of Sumner is requesting applications from residents of Sumner to fill a vacancy on the City Council.  The term will commence once a candidate is appointed by a majority vote of the City Council, and will expire after the results of the general election to be held November 8, 2011 have been certified.

 

The City operates under a Mayor-Council form of government.  The seven-member City Council serves as the legislative body of the City.  The Council is responsible for setting policy, adopting the annual budget, adopting laws, determining the services to be provided and the funding levels for those services, and appointing citizens to its advisory boards and commissions.

 

The timeline for filling the Council vacancy is as follows:

Shoreline Master Plan Public Workshop

Join us for a public meeting about the Shoreline Master Program and the plan for our surrounding rivers, lakes, and shorelines.

Proposal:  The proposal is a Conditional Use request to expand an existing surface mine by 50.65 acres in Sumner and 42.88 acres in Pierce County to a total operation size of approximately 187 acres and excavate from within the expansion area approximately 10.3 million cubic yards of sand and gravel.  No structure, utilities, or processing of materials is proposed to occur in the expansion area.  All material is to be transported by conveyor belt system to the existing surface mine and processing facilities located on the site adjacent to, and west of the expansion area.  The site is located in the Moderate Density Single Family (MSF) zone and Low Density Residential 8,500 and 12,000 zone classifications.

NOTICE IS HEREBY GIVEN that the City of Sumner City Council has fixed the 1st day of November, 2010 at 7:00 PM in Sumner City Hall’s Council Chambers, located at 1104 Maple Street, Sumner, WA as the time and place for a public hearing to consider the 2010 Comprehensive Plan Amendments summarized as follows:

 

Description of Proposal:  To accommodate future population and employment growth, the City of Sumner (City) is proposing the following actions as part of its Comprehensive Plan update and amendments: 1) Plan for a new comprehensive plan horizon year of 2030; 2) Incorporate updated population and employment growth allocations for year 2030; 3) Determine appropriate land use patterns to accommodate future growth within the city limits and the Sumner urban growth area (UGA); 4) Consider logical UGA boundaries to the south and east of the Sumner city limits; 5) Recognize Pierce County’s designated agricultural lands and opportunities for purchase of development rights and transfer of development rights; and 6) Revise City’s Comprehensive Plan elements and development regulations to address plan horizon and growth, land use plan and zoning changes, and housekeeping and consistency amendments. 

The amendments also include the following proposals:

 

1.   TA-1: A text amendment to the Manufacturing/Industrial Center (MIC) Map to include the old Fleischmann Yeast property located at 1115 Zehnder Street and includes property on the east and west sides of Fryar Avenue totaling approximately 22 acres—Fleishmann’s Industrial Park, LLC, applicant. 2.   MA-1: Amendment to the UGA boundary (UGA Expansion (Orton Junction) Alternative) expanding the UGA to the south in the vicinity of SR410, 166th Avenue East, Riverside Road and 75th Street East. This would create approximately 188 acres of future urban growth and includes commercial and residential zoning—City, applicant. (PLN2010-00012)

3.   MA-2: Amendment to the UGA boundary (UGA Modification Alternative) that would reduce the UGA on the East Hill by approximately 250 acres in the vicinity of 166th Avenue East, 160th Avenue East and Sumner-Tapps Highway south of Forest Canyon Road—City, applicant. (PLN2010-00013)

4.   Planning Commission Recommended Alternative: The Planning Commission has recommended an alternative that combines elements of both MA-1 and MA-2, essentially retaining all the zoning in MA-1 in the Orton Junction area and keeping a reduction in the East Hill UGA as proposed in MA-2.

Proposed Project is development of a chemical storage and distribution facility on a 3 acre site in Sumner Washington. BETWEEN THE SUMNER CITY COUNCIL & THE PORT OF TACOMA COMMISSION
NOTICE IS HEREBY GIVEN that the City Council of the City of Sumner has fixed August 31, 2009 at 4:45 p.m. as the time for a special joint meeting with the Port of Tacoma Commission. This joint session will be held at Pacific Crest Industries, 13610 52nd Street East, Sumner, WA. The agenda will include the following discussion items:

Overview of Happenings with Each Jurisdiction
·        Sumner Transportation Priorities
·        Proposed Memorandum of Agreement for Transportation Funding Support

NOTICE IS HEREBY GIVEN that the City of Sumner will hold a public meeting at approximately 4:00 p.m. on Tuesday, September 1, 2009, in the City Council Chambers located in Sumner City Hall, 1104 Maple Street, Sumner, WA 98390. The purpose of the meeting is to obtain public comment on the application by the City of Sumner for state and federal funds through the Hazard Mitigation Grant Program (HMGP) to protect the Sumner Wastewater Treatment Facility by constructing a flood protection wall around the Facility. The funding through HMGP is intended to cover the majority of the design and construction costs for this project.  For information, please contact Associate City Engineer Ted Hill at (253) 299-5703.

NOTICE IS HEREBY GIVEN that the Sumner City Council, acting in their capacity to review decisions of the Sumner Hearing Examiner pursuant to SMC 18.56, will hold a public hearing at approximately 7:00 p.m. on Monday, June 15, 2009, in the City Council Chambers located in Sumner City Hall, 1104 Maple Street, Sumner, WA 98390. The purpose of the hearing is to consider Calvary Community Church Conditional Use Permit (PLN2008-00006) Appeal.
