For commercial/industrial projects, residential subdivisions, or other major projects, the City of Sumner offers a no-charge predevelopment project review. This can help you determine what types of requirements and fees your project will require before you apply for permits.

Contractors doing work within the City Limits are required to hold a current City of Sumner Business License.  You can obtain this license through the State of Washington's Master License Service.  Begin

Puget Sound Clean Air Agency is responsible for air pollution control and asbestos issues.

Codes

The City of Sumner has adopted the 2006 International Building Code (IBC) and the 2006 International Residential Code (IRC) as the primary standards for all new construction. The 2006 editions of the International Fire Code, International Mechanical Code, and Uniform Plumbing Code have been adopted to cover those specific portions of construction projects. Electrical Permits & Inspections

The City of Sumner does not conduct its own electrical permits and inspections.  For more information, visit the Department of Labor & Industries. þ

 

Food Services

Prior to construction or remodeling, food service establishments must submit detailed design plans and equipment specifications for approval by the Tacoma-Pierce County Health Department. þ This assists establishments by ensuring compliance with Code requirements. Once construction is complete, an inspection is conducted to verify that all design and installation requirements have been met.

Mobile/Manufactured Homes

You need a building permit from the City if you are installing a mobile/manufactured home on a site in Sumner.  However, the

Department of Labor & Industries has jurisdiction on Mobile/Manufactured home alterations, including

  • Heat pump/air conditioning installations

  • Wood/pellet/gas stove installations

  • Changing from electric to gas appliances

  • Electrical or plumbing changes

  • Structural changes or additions.

Public Pools & Water Recreation Facilities
Prior to construction or remodeling, water recreation facilities (including spa pools) must submit detailed design plans and equipment specifications for approval by Tacoma-Pierce County Health Department. þ  This assists establishments by ensuring compliance with Code requirements. Once construction is complete, an inspection is conducted to verify that all design and installation requirements have been met.
