13.48.500 Permit fees
A. Non-refundable permit and inspection fees will be collected at the time the stormwater management plan is submitted:
B. Plan review, inspections and fees:
The Public Works Department is responsible for reviewing all engineering drawings and for supervision inspection and acceptance of all stormwater management improvements, and shall make a charge. The hourly cost includes wages and the City's cost for fringe benefits calculated, on an hourly basis. A deposit for plan review and inspection shall be made prior to beginning each phase, based on the complexity of the project.
C. Payment for system development charge (SDC) to the storm drainage system as follows:
1. The owner(s) of a parcel shall pay all costs of connecting and discharging runoff from its parcel to the storm drainage system. This obligation shall be assumed in addition to any permit fee or other stormwater charges assessed, pursuant of the Sumner Municipal Code. a. "Equivalent service unit (ESU)" means and is equal to 2,400 square feet of impervious ground water to be used by the City in assessing service fees for the Storm Drainage Utility and determining System Development Charges under Section 13.48.500 C.2a. A single-family residential parcel is a single ESU irrespective of the size of parcel or the amount of impervious area on such parcel, until such time as the parcel is segregated or the use of the land is modified to other than single-family.
2. In recognition of the city's investment in the storm drainage system, each applicant of a development permit shall pay a system development charge computed as follows: a. At the time of issuance of a building permit, an amount equal to $2501 shall be paid. All single-family residential developments as defined in 13.48.150 are one ESU. Duplex family units and single-family residences with a detached accessory dwelling, as defined in SMC 18.12.030, are defined as 1.5 ESU. All other developments having less than 5,000 square feet of new impervious surface and that are not required to have storm water management facilities shall pay $2501 of the new impervious area, calculated to the nearest 0.1 on an ESU.
b. At the time of issuance of a site (clearing, filling, excavating or grading) permit, an amount equal to $20.00 per 1,000 square fee of disturbed land area calculated to the nearest 100 square feet shall be paid to the City of Sumner. If a building permit is issued for the site within three (3) years of issuance of the site permit, this fee shall be credited against the System Development Charges due at that time. This fee is applicable to developments other than a single family home permit that disturb more than 5,000 square feet of land and require stormwater management facilities. The fee is applicable to all subdivisions as well as multifamily, institutional, commercial and industrial developments served by stormwater management facilities. ORD. NO. 2157 12-12-05
c. All other developments including multi-family, institutional, commercial and industrial served by storm water management facilities, as herein defined in Chapter 13.48. Shall pay $15,307 per acre of new impervious area calculated to the nearest 0.01 acres or 6.12 ESU per acre at the time of issuance of a building permit.
